In Chicago the city enacted a law threatening cabbies with loss of license for such refusals. Never mind that such "passengers" often want to be taken to bad neighborhoods where they rob and sometimes murder the cabbie. There was a protest movement against this law. The complaint was that the city council and the 'goo-goos' were acting to look good, but the price was paid by cabbies who were robbed and killed. The cabbie who led the protest lives in a 97% black neighborhood, and is himself visibly a trace black.
